ARC Linkage Projects 2009


Funding Rules and Instructions

The Linkage Project Funding Rules for funding commencing in 2009 are now available on the ARC website.

Please read the new Funding Rules carefully as several sections have changed or been clarified. Section 5 of the Funding Rules - Changes from last year - will highlight the significant changes made.

The ARC has also provided a “Frequently Asked Questions” resource.


Draft Application Submission Process

  1. One (1) complete draft application submitted to CoSRO in accordance with the deadlines.
  2. Draft application returned to applicant advising recommendations.
  3. Final Application returned to CoSRO per submission procedures below.


Final Application Submission Process

A complete Final Application comprises the following:
  1. One (1) original and one (1) copy of the application, marked as such.
  2. The University form Authority to Apply for External Funding (RO-AP1), initialled by your local Finance Officer.
  3. Printed copy of the GAMS Local Submission page. Do not include this in the numbering of pages.
  4. Signed ARC Certification proforma.
  5. Submitted to CoSRO in accordance with the schedule above by the due date.


ARC GAMS system

Applicants will be required to complete the on-line application form using the ARC Grant Application Management System (GAMS). See Instruction on how to access a GAMS ID.


Intellectual Property Statement

The Australian National University Intellectual Property Statement:

"A7.3 Does the Administering Organisation have arrangements to manage intellectual property and facilitate commercialisation of research?

If Yes, in no more than 750 characters (approx. 100 words) of plain language, summarise these arrangements."

The Australian National University has an Intellectual Property policy, which outlines appropriate measures to manage Intellectual Property. The ANU adheres to the National Principles of Intellectual Property Management for Publicly Funded Research. In addition, procedures are in place through the Office of Commercialisation, ANU Innovation and ANU Connect to identify commercial opportunities and to facilitate the commercialisation of ANU research.


Preparing an ARC Application Budget

Financial advice relative to your budget should be sought from your local finance officer. This includes advice on salary levels, on-costs, and standard purchasing and/or travel rates. Researchers must gain approval from their finance officer - including initialling of the Authority to Apply form prior to submitting their final application to CoSRO.

Guidelines on Preparing an ARC Grant Application Budget

The following budget example has been prepared in accordance with ARC guidelines and University requirements:

When preparing an ARC Linkage-Project application, you are required to estimate the full cost of the project. The Total Cost has two components: direct and indirect costs.
  1. Direct Costs of the project, identifiably related and specific to the individual project, including:

    • The cash contribution from the ARC;
    • The cash and in-kind contributions that university(ies) will provide to the project, including the value of the time to be spent on the project by University-funded personnel; and
    • Details of any funding that is being provided for the project by other organisations eg industry partners or the contribution, where applicable, of Partner Organisation(s)

    Direct Costs: salaries

    Please use the specially prepared ANU Salary Calculator (excel spreadsheet).

    Include increments in the amounts requested if the proposed project duration is more than one year.

    Direct Costs: non-salaries

    Maintenance, Travel and Other costs may be estimated and you do not have to seek quotes for these items. The estimate may be based on your previous experience in conducting research. When showing the costs of items under Equipment, the ARC asks that you "Base the cost of equipment and installation on the latest prices obtained from the supplier at the time of application."

    Please note that computers, laptops and basic computing facilities such as printers, word processing and other standard software cannot be included in as part of the budget unless the project requires a high-performance computer or other specialised applications. These items need to be adequately justified in section C2.


  2. Indirect Costs (essentially the infrastructure costs) of the project.

    Estimating Indirect Costs:

    The ARC requires institutions to estimate indirect costs by using a multiplier on total personnel cost (including salary and salary on-costs) of the Chief Investigators, Partner Investigators and any researcher who is a Level A academic or above. Please use the following AVCC multipliers.

    1.25 on the direct payroll costs for laboratory based research, and

    0.92 on the direct payroll costs for non-laboratory based research.

GST

The grant from the ARC is not a taxable supply therefore; do NOT add the GST to the total amount sought from the ARC.

If you would like specific assessors excluded from reviewing your application, please contact CoSRO for advice.


Sources of Advice and Assistance

Content: It is expected that at least one academic colleague or mentor read your application prior to submission to CoSRO. Possible readers and sources of advice include senior colleagues, current and previous ARC grant holders, and/or Heads of Schools/Departments.

Grant Scheme: Advice on grant schemes, University research policies, and procedures are available from your relevant Research Management Officer.
